There was a snap release to 3.13.  For some reason we always find a
bug or two just after release.  There should be no new dependencies, 
but if there are we can be sure there are easy work-arounds.

Ubuntu mostly just re-releases the Debian package.  I've been talking to
the Debian maintainer and they prefer to release every two or three
years...
