Iused to have that HAT.  Mine stopped working last month.

Try NTPsec.

You are running gpsd as root?  What is the command line you are
using to start gpsd?  What are the perms on your /dev/ttyAMA0?

Why are you using a socket at all??  Don't do that!

Gack, sudo AND systemctl?  Don't do that!

That file is NOT part of gpsd project.  You'd have to ask your
distro about that.

Suing a socket AND puytting the device in the gpsd options?  Don't do
that!
