Then your gpsd is compiled without PPS support.  Game over.

Complain to your distro.

Yes, as I said, remove the pool commands from your ntp.conf.

This is ywet another problem with using your distro gpsd and ntpd.
They did things silently and no hard to get them fixed.

Yes, as I said, remove the pool commands from your ntp.conf.

Since I do not know how your distro set things up, hard to say how to
fix it.  Look for how they setup your ntp.conf.  Best to contact
your distro and ask them how to disable whatever it is they did.

Or, remove those packages, and build from source.
