Which Ublox-8 receiver is it, eg. MAX-M8W, etc. and which firmware does 
it have?

Some Ublox receivers come up with GPS+Glonass enabled and can only 
handle 2 or 3 out of the four constellations and need an init string to 
change which ones they use - it might be that GPSD doesn't do this for 
your model...
