Rather than hard code it into gpsd (with its maintenance problems), how
about a separate script that sets the RTC to something close to
reasonable, which would run prior to gpsd?

And once gpsd is running and getting good time from the receiver,
another script could then update the RTC.

This should be easier to maintain. Also, being a more general solution,
if you were kind enough to make it available, it would solve the same
problem for others.
