It's system-dependent, as it works for me with NFS (RHEL 7 client, NetApp server). It might be helpful to find the error number of the failure, e.g., run the equivalent of "strace ./gnulib-tests/test-symlink" and see what the syscalls are doing.
This isn't a grep bug; it's just some Gnulib portability thing.
