Yes.

. Download the current CVS of groff.
. Convert Code2000 with FontForge to a PFA file (ignoring the warning
about more than 256 characters).
. Call `afmtodit' to build a font description file from this PFA.
Install the font. This is documented in the man page of `grops'.
. Use the -k (and -K) option to select the proper input encoding
(which is utf-8, I assume).
