[Groff] Build groff 1.16.1 on Compaq TruUnix 4.0F fails.

When I try to build groff 1.16.1 on Compaq TruUnix 4.0F I get the following 
error:

Has anybody seen this before and is there a simple fix to get groff to the 
correct header files ?

I am using gcc 2.95 and make 3.79.1
