There was someone asking if -mm's reference macros were usable with
other macros, like -ms, given they seemed to be fairly modular. The
`Ref' number register system seems to be generic so it may be useful to
have mmroff really be `xrefroff' and rely on the caller specifying the
-mm. That way, if -ms ever expanded to `.mso xref...' then xrefroff
would work for both.
