A better place is /usr/share/groff/site-tmac/hyphen.se.

No. You have to load it explicitly (see the troffrc file).
Note that a file containing `.hw' calls must not be input with .hpf or
.hpfa but with .so -- .hpf/.hpfa expect TeX syntax.
