In summary, you need to talk to the project maintainer, Werner Lemberg (he is alrady on vacation for several weeks, I think), and obtain his approval to include your contribution *then*, after that event, you need to sign up a copyright and intellectual property waiver where you underwrite (donate) all your project contributions to the FSF (groff is a GNU project legally copyrighted by the FSF). The paperwork is legally binding in the place of business of the FSF (Commonwealth of Massachusetts, USA); all this is explained in the document mentioned above.
