Thanks.  Well, this isn't what I would call `nested tables', because
they are defined serially.  hdtbl really supports nesting like this:

  .TBL cols=2
  .  TR
  .    TD
  .      nop 1*1
  .    TD
  .      nop 1*2
  .  TR
  .    TD
  .      TBL cols=2
  .        TR
  .          TD
  .            nop 2*1a
  .          TD
  .            nop 2*1b
  .        TR
  .          TD
  .            nop 2*1c
  .          TD
  .            nop 2*1d
  .      ETB
  .    TD
  .      nop 2*2
  .ETB

giving the attached result.
