Yes, it is expected. Patch below clarifies documentation.

Subject: [PATCH] clarify that GRUB_HIDDEN_TIMEOUT is interrupted by ESC

GRUB_HIDDEN_TIMEOUT calls sleep command which is interrupted by
ESC only. Adjust documentation to make it clear.
