Yes. Savannah was hacked in december 2003, and they are giving access to 
feature slowly
but safely.
You can read on http://savannah.gnu.org (section: news) that files can be 
downloaded from
ftp://ftp.gnu.org/savannah/files/, but they ask the administrators (me for 
gtktalog) to
check the integrity of the files. But I have not had time to do it yet.
Anyway, for gtktalog, get the latest release on
ftp://ftp.gnu.org/savannah/files/gtktalog/gtktalog.pkg/1.0.4/ at your own risk.

I checked the CVS: it was not corrupted if you want to get the files there 
(branch:
stable-1-0).

Yes, but we need time, or help :)
Gtktalog is launching and you can view the tree already.
You can get it in the CVS main branch.
