To me, the general argument is that it's much easier to add new bindings
than to remove bindings that have always been there.

Currently, the default name space is already way too loaded IMO.  For
instance, I would prefer it if POSIX procedures were in there own
module.

The issue is that `pre-inst-guile-env' adds overhead, which may not be
negligible when measuring startup time.
