SRFI-17 "implementation" available

Here is a little glue code that "implements" SRFI-17 support for
Guile.  SRFI-17 is generalized set! which is supported by Guile
anyway, so this module only renames make-procedure-with-setter to
getter-with-setter (the name of this procedure in SRFI-17) and
re-exports standard procedures like car, cdr, ... as
procedures-with-setters. 

The FSF already has legal papers from me, so this can be included in
Guile.
