gnu: Add LDC.
* gnu/packages/ldc.scm: New file.
* gnu/packages/patches/ldc-disable-tests.patch: New file.
* gnu-system.am (GNU_SYSTEM_MODULES): Add ldc.scm.
(dist_patch_DATA): Add patch file.

+tzdata properly. Three other tests are disabled, one assumes /root and the
