[PATCH 0/2] Add quickswitch for i3 (second try)

Hi, this is my second try at packaging [quickswitch for i3][].  This
time I've added both ``python-i3-py`` and ``quickswitch-i3`` to
``wm.scm`` instead of ``python.scm``, since their only use is for the i3
window manager.

I've also added readme files for both packages.

Regarding naming, since other ``py-*`` packages do retain their prefix,
I've decided to keep the suffix in ``python-i3-py`` as well.  Regarding
quickswitch, it seems from the [PyPi package][] and its readme file that
``quickswitch-i3`` is the actual name instead of GitHub's
``quickswitch-for-i3``.  In any case, I expect people to just look for
``quickswitch``.
