[PATCH] gnu: Add stunnel.

Hi Guix,

this patch adds stunnel. For the description, I just used stunnel's “about”
page, so the second sentence is perhaps not 100% neutral.

Also, I wasn't sure if this should go in web.scm, networking.scm,
tls.scm, or still somewhere else.
