Proposed bootstrap update: mes-minimal-stripped-tarball-0.19

Hi!

On my core-updates @gitlab (https://gitlab.com/janneke/guix.git) I have
a couple of patches.

This patch set has two main features: do not use %bootstrap-guile (no
%fake-bootstrap? any more -- in fact that has been removed) but use
%bootstrap-mes instead (we did this at R-B), and also: update to
Mes 0.19 which gives us a /much/ better performance.

Ricardo and I created the first three (do not strip bin + update).  I
have built bootstrap-tarballs for commit

I have updated that in 986e982884 and verified everything builds, but of
course used a lilypond.org url; we'd want to update gnu.org.  I'd be
happy if you would rewrite commit

but we can also add a `substitute official bootstrap urls' commit later.

I hope we'll not see many Mes updates real soon and aim for the next
release to be Mes-1.0, built with M2-Planet.

I do plan on getting a bootstrap-gash in some time soon, hopefully
within a month or so.
