I've packaged it (attached).

I intended to apply these patches on a new 'python-updates' branch so we
could deal with the fallout more leisurely, but since there are already
failures after the scipy update, we might as well jump in it.

I have updates for python-statsmodels and python-pandas in my queue as
well. Doing a final round of building dependent packages now, will
probably push later tonight.
