[Health-i18n] Proposal in health ICD10-PCS template file

Dear translators

We're making good advances on the new Pootle server, thanks especially
to Ineiev ! :)

I would like to propose the removal of the template file for the
ICD10-PCS (Procedure Coding System) module[1]. This module is *huge*
(approx 670000 words) and today its use is pretty much limited to the
United States, which already uses English. 

During all these years, nobody has worked on its translation,
which tells me that its usage outside the US, non-English speaking
languages is quite limited.

If we keep it, nothing happens, but the translation completion level
would look  Of course, the POT file is already on the template tarball
that I've sent before, so we can always translate it.

For example, if we look at languages such as Japanese, which is about
95% translated, when we add the ICD10-PCS module, the completion level
drops down to 11% :)
