I'll try to be as brief as possible.  Here is the beginning of the
abstract:

"This paper explores principles governing the rational balance among
an agent's beliefs, goals, actions, and intentions."

They go on to propose an axiomatic formal theory.

"The basis of our approach is a carefully worked out theory of
rational action.  The theory is expressed in a logic whose model
theory is based on a possible-worlds semantics." (p 10)

However,

"The theory presented here can be regarded as a specification for the
design of an artificial agent, and should not be viewed as a logic
with which an agent should reason." (p 45)

Neither Sanders or Ortony is cited.  Curious, eh?

My personal feeling (based on skimming the article) is that the
presentation is not as polished as Sanders.  However, I am inclined to
cite it because I find a rigorous attempt to treat "belief, goal, and
intention" in a logical style.

Should we leave this article pending, cite it, or forget about it?
