I happened to ask this same question, with slightly different subject
earlier this week. If you check Mark's reply from

(in case URL won't work, it was written 29-Apr-2002), it seems that the
fact that cfexecd ignores prefixes and uses /var/cfengine/bin is there
by design and you probably have to patch your source code, if you want
to change it.
