Cannot encrypt files smaller than 17 bytes

This is the error:

cfengine:srv: Cannot encrypt files smaller than 17 bytes with
OpenSSL/Blowfish

Is there anything I can do to encrypt files smaller than 17 bytes? This is
going to happen a lot.
