Finally managed to track down the problem :-)
The variable wasn't being defined and hence the string "${NTPserver}" was being
copied in instead (bug or feature?).
The reason for it not being defined seems to be a bug though.
In my configs this variable is only defined for specific hosts (all hosts, but
different definitions for different hosts) and no default definition.
Since this particular set-up doesn't use DNS (or /etc/hosts) everything relies
on IP#s and this seems to be a problem w. cfengine.
As far as I can determine, cfengine will only define a 1_2_3_4 class for a host
if the IP# (1.2.3.4) can be reverse mapped via the resolver. Since this info
isn't present here, none of my definitions were being defined.
