You want "classes: needs_ntp_rpm = ( localhost )".
"control:" is for variables.  -Tod

OK... I still get this error for the following control files, both with 2.1.5 on FreeBSD and 2.1.6 on Red Hat Workstation 3:

-=-=- NEW cf.alerts -=-=-
classes:
        needs_ntp_rpm = ( localhost )

control:
        actionsequence = ( alerts )

alerts:
        needs_ntp_rpm::
        "What's up"

-=-=- cfagent -Kvq -f cf.alerts -=-=-
No action matched alerts
cfengine::/var/cfengine/inputs/cf.alerts:Undefined action alerts in sequence
