cfengine transfer public keys

I am running cfengine version 2.1.15, I generate
public keys by running cfkey in /var/cfengine/ppkeys
on the master cfengine. this generate key in form of
localhost.pub, localhost.priv I copied localhost.pub
to root-171.75.64.36.pub

On the client machine I repeated the above procedure
to generate the key, I then exchange the key  between
the master and the client (that is copy the cfengine
master key to client and the client key to the master.
this allows cfengine to communicate to the client
machines but after about 20 minutes later, cfengine
master copies all it client public keys to every
client machines.

so every client machine has 100 other clients public
key in /var/cfengine/ppkeys surely this a security
hole.

I use to run cfengine version 2.1.0p1  and it never
use  to transfer all it client public keys to every
client.

Basically, How do I prevent cfengine from transfering
all it public keys to every client machines 

Can you help? please
