Steve et al,

failover works only if there is failure to connect to the host
concerned. if some other behavioural policy is desired it would have to
be configurable.

In general "server is up but file not found" is an admin error, not a
failover condition. Aimlessly searching for files that don't exist or
are misspellt would be fruitless in general.
