problems building cgicc with MingW32

USing the latest MingW32 to build cgicc 3.1.5, I am running into problems in
CGICC.o and CGIEnvironemnt.o
They have to do with lacking references to:  'import stub from
cgicc::safesetenv' and
'import stub from cgicc::stringsareequal' and
'import stub from cgicc::unescapestring'

Please note that I was able to build library using cygwin.
However, I prefer to use MinGw32.
Is this a known issue with cgicc and Mingw32?
