It may be an issue of specifying the cgicc include directories in the project
settings. I had this problem myself with a project that used cgicc.
Specifically, I specified the cgicc-3.2.1 and cgicc-3.2.1\cgicc directories in
the Project settings (in the "Additional include directories" field under
"C/C++" tab->"Preprocessor" category).
