Submitter Email?

Does address@hidden send to the bug submitter as it
does on the Debian BTS?  Could that address be automatically added to
the Mail-Followup-To header generated by the BTS?

Let me tell the tale.  Recently there was a bug that was closed with a
message to 123-done.  That is standard.  This generated the following
BTS message:

  Date: Sat, 03 Nov 2012 12:08:45 -0700
  From: Paul Eggert <address@hidden>
  To: Ganton <address@hidden>
  Cc: address@hidden
  Subject: bug#12794: Bug in dd: it sends wrong messages to stderr
  Resent-From: Paul Eggert <address@hidden>
  Mail-Followup-To: address@hidden, address@hidden

This means that follow-ups to the message will not go back to the bug
submitter since it does not include the bug submitter address in the
Mail-Followup-To header.

Of course this has been a long standing issue with the Debian BTS too.
I always subscribe to any bug I comment upon.  (I actually have my
procmailrc do this for me automatically to work around this issue
since I have been left out of critical exchanges otherwise.)

If we could add 123-submitter to the Mail-Followup-To line then
mailers would do the right thing.  WDYT?
