Two things: for
M-x blah
to cause some action,
* something must define a _function_ called 'blah'. Just because there
is a file named 'blah.el<|c>' doesn't mean there is a function
'blah'.
* the function 'blah' must have been declared interactive, i.e. with
(interactive) ; can have arguments
in its defun.
There may be others.
