Hi,
Yep, that's a problem all right. I noticed it also when I had to use VSS, but
found that with the repository on a network share vc-vss.el was a definite pain
as it would take ages to checkout files. So in the end, I ignored vc-vss and
would checkout through VSS (even though I hated it).
BTW, the same problem occurs if you use gnuclient (to edit a file) while inside
an emacs shell window.

I saw this, thought that's useful and set it up in VSS->Options
(before that I didn't have any setting in the editor option)
I now find that it breaks my vc-vss.el (integration of vss with
vc.el), it appears that checking out now tries to edit the file, it
invokes gnuclient which finds that emacs is busy (waiting for the
checkout to complete!!) and gets rather confused
Sigh, I'll look into it and make a fix
(sorry Ed I meant to send this to the list!)
