When I do that search, I get links to some fixes for an entirely different problem that was fixed by Ben Key in November last year.
That problem only occurs if you build on Windows 9x and try to run the resulting binary on Windows XP or vice-versa. Compiling and running on the same machine would definitely not hit that bug, as the cause was different library versions on the machine where Emacs was compiled than where it was run. So what you are seeing is a new, as yet unreported bug. Do not be surprised that noone has fixed it yet.
