The GNU admins have now removed all the broken 21.3 versions, so the
file to download is (without the "a"):
ftp://ftp.gnu.org/gnu/emacs/windows/emacs-21.3-fullbin-i386.tar.gz
If you downloaded the 21.3a version over the past few weeks and are
missing fns-21.3.1.el, there is a copy on the site, but it might be
better to download the new copy of 21.3, as there was a problem with
the version of tar used to create the previous versions, so other files
may be missing (or added).
