No, please don't do that. The environment variable HOME is you. It is not
the emacs program or any other system value.
I use
HOME=c:\HOME\rmh
Set this value in the
control panel/system/advance/environment variables/user variables
for W2000 and XP.
set it in autoexec.bat for older windows systems.
