Although not documented, you can use this extension to environment
variable expansion everywhere in a cmd shell, not only within the set
command.
Therefore, your macro can be simplified to:
dired=c:\sys\emacs\bin\gnuclientw.exe -sqFe "(dired \"%CD:\=/%\")"
