A recent mail to the developer list suggested that the problem was only in the emacs-unicode-2 branch. Is it also a Windows specific problem? There was no mention of Windows in the other report, but that is important information to avoid developers wasting time looking for a general problem.
If it is a Windows specific problem, there is currently noone maintaining the Windows code in the emacs-unicode-2 branch. I checked it out for the first time in over a year just last week. So it is not surprising that it has bugs. Try the CVS head. If the bug exists there, then it needs to be urgently fixed, as 22.1 is very close to being released.
