Your original message is difficult to understand.

Do you want the technical manuals for GLPK?  Do
you want to use the C language APIs?  Or do you
want to modify the GLPK source code?

The manuals are part of the GLPK distribution,
more details can be found here:

Hacking the code?  Just do it!  GLPK is not under
public version control, so post any patches to the
bugs list:
