First go to the gnatsd.conf file and have wild cards for all fields. 
*:*:

now tr to runt he gnatsd daemon from the command prompt. it will say 
ready.
type help to see all the commmands u can play with.
in that u can find a command called UNLK
type UNLK PR# - here the PR number is the locked PR no. may be 2 , 3 
or 4 .....

it wil be unlocked now try again after editing it will work. if u 
have still some problems. try to edit a PR in the server with 

edit-pr utility. if this works means surely the webstuff will work.
