Certainly, but let's consider 4.1 security/bugfix release. We'll
migrate to a cleaner autoconf/automake setup in 4.2. It's on the top of
my list of things to do. I recommended 2.50 based on an incorrect
assumption that Debian ships with 2.50 by default. In fact, I had been
using 2.59 where the binary was named autoconf2.50. So, I agree to
requiring 2.59.
The only library that we need to concentrate on is libiberty, which
appears to be supplementary for non-GNU platforms.

To clarify, I meant to imply that updates to texinfo.tex would occur in
GNATS version 4.2. It will happen, just not yet.
