As Chad already stated (and the FAQ says :-), gnats4 does not work 
with gnatsweb 3.*. You might be lucky with gnatsweb 3.99 (the 4.0-

This is an FAQ.  You probably have cookies enabled in Netscape and 
disabled in the other two browsers. Gnatsweb uses a cookie to store 
your login information, and additional cookies to store the queries 
that you want to remember.
