New language environment problems

Hi,

Since some weeks i try to make Bulgarian language environment for Emacs. 
 Input methods are ready, set-language-info-alist commands are ready, 
and all is fine when i execute them with C-x C-e.  But when i tried to 
change the Emacs lisp sources, recompile and install, the new language 
environment just doesn't appear in MULE menus.  Any ideas?  Do you need 
more information, real source, etc?  What is the correct way to make a 
new language environment?
