emacs 21 memory usage

Does anyone else find emacs 21's memory usage a little on the heavy side?
I was using emacs 20.7 previously, and that rivalled gvim in memory 
consumption. emacs 21, on the other hand, starts up with a resident set of
nearly 10 meg, and that's before I've loaded any files!

Why is it so much larger, and what can be done about this? Is this release just
not very optimised yet?
