How elim. "~ files" and regain backspace functionality??!?!?!

How do I avoid all these files with ~ at the end
being created in the first place?????

Also, my backspace stopped working all of a sudden.
Instead of deleting a character it seems to
open something else using the bottom half of 
the screen.  

Is there some equivalent to
(global-set-key [delete] 'delete-char)???
[backspace] didn't work I don't think.
