emacs develop.

Dear Sir/Madam,
I am a student at dept of Comp. Scie., Pune Univ., India, and I am working in 
a project trying making emacs uses be able writing and editing Arabic 
documents. And I have no Idea where should I start or weither should I use 
Emacs Lisp to develop emacs program or I can use any other prog. lang. such as 
C? Please help me in that since I could not get any hent from any sites I've 
gone through even those organizations dealing with htis kind of developments 
like arabeyes.org.
Please help me as soon as possible so that I can make amove.
