Where you would expect it.

Because it's NOT unix.

If something like this could be done in configure:

configure --with-uninstall=/var/log/gnu/installed/PACKAGE.VERSION.log

Then anyone can generate their own style of LIST-OF-FILES naming.

And, if this formatted LIST file could be used by a script like:

  # sh uninstall.sh < /var/log/gnu/installed/PACKAGE.VERSION.log
  ...removing package-foo
  remove all pkg-foo files from /opt/sfw/bin [y|n|?]:
  remove all pkg-foo files from /opt/sfw/etc [y|n|?]:
  ...and so on.

or simply:
cat LIST-OF-FILES
