How do I create a keymap to solve this problem?

I'm using EDT emulation (don't laugh).  Something broke the
edt-bind-gold-key command in 21.3.  As the backtrace below shows.

(edt-bind-gold-key  KEY COMMAND)  

translates to

(define-key (edt-user-gold-map KEY COMMAND)

However, the keymap edt-user-gold-map has gone missing in 21.3

How do I create the placeholder for this keymap so that these commands
will work?  (or is there another way to define a command as
PF1-<keyboard_key>
