You are out of luck here, I am afraid. As far as I know Emacs is not
yet able to deal with combining diacritical marks. :-(

Unless you can configure dict to send characters with precombined
diacritics[1], I don't know of any way to deal with this.

[1] For example by using U+00E3 (ã) instead of U+0060 (a) + U+0303
(~).
